The Yellow Slip in Cyprus, explained: who needs it and how to apply

The Yellow Slip is the registration certificate Cyprus issues to EU citizens living on the island, applied for on form MEU1 at the Migration Department. If you are an EU, EEA or Swiss citizen staying longer than three months, you must apply within four months of entering the country, the fee is €20, and a complete application is decided within a month. What is the Yellow Slip, exactly?

It is the certificate recording that you, as an EU citizen, have registered your residence in Cyprus. The legal point matters: your right to live and work here comes from EU free movement, and the certificate records that right rather than granting it. That is why the process is a registration, and why a properly documented EU citizen has little to fear from it.

In daily life it is the paper everyone asks for. Founders who move over usually get the first request within weeks of arriving, typically from whichever organisation is unimpressed by a rental contract alone.

The certificate has no expiry date, so there is no renewal cycle to track. What changes is your circumstances, and a material change, like moving districts, is something to report to your district office.

Who needs a Yellow Slip, and by when?

Every EU, EEA or Swiss citizen residing in Cyprus for longer than three months must register, and the application is due within four months of the date of entry. The obligation covers workers, the self-employed, and people living on their own resources with sickness insurance in place. What varies between those groups is the evidence, never the form.

A founder relocating to run a newly formed Cyprus company sits squarely inside the rule. Whether you draw a salary from the company or register on the self-employed basis, you are residing here for more than three months and the four-month clock is already running from the day you landed.

The most common mistake we see is founders treating the deadline as the date to start thinking about the application. Treat it as the date by which you must have been seen, then work backwards through the appointment wait and the document gathering.

Where do you apply, and what does it cost?

You file in person at the Migration Department's offices or its district units, in the district where you actually live: Nicosia, Limassol, Larnaca, Paphos or Famagusta. In person is not optional, because a photograph is taken at submission. Apply in the district you live in rather than the one with the shortest queue, since the office is registering your residence and the address evidence has to match.

The fee is €20 per applicant. With a complete file the decision comes within one month and the certificate arrives by post. Some offices require an appointment, so check your district's current procedure before planning anything around a date.

What documents does the MEU1 application need?

The MEU1 file needs three kinds of proof: who you are, where you live, and the basis on which you are staying. That means a passport or national ID card, evidence of your Cyprus address, and then category evidence: an employment confirmation if you work for someone, company and self-employment documents if you work for yourself, or proof of sufficient resources plus sickness insurance if you are not working here at all. The Migration Department wants supporting documents translated and certified.

Confirm the exact list with the office handling your file before the appointment, and bring originals as well as copies. A missing certification usually cannot be fixed on the spot, and the next appointment is rarely the following day.

Which form do family members use?

Family members who are themselves EU citizens register with MEU1, the same form as the person they are joining. MEU2 is only for family members who are third-country nationals: a spouse or civil partner, children under 21 or dependent, and dependent parents apply for a Residence Card within four months of entry, with the EU citizen present and showing sufficient resources.

The MEU2 route captures biometrics, costs the same €20, and allows the authorities up to six months for the decision instead of one. The €2,500 penalty for failing to apply is the same. One useful side effect: a valid Residence Card lets the family member travel with or join the EU citizen across the EU without a visa.

What if you are not an EU citizen?

Then the Yellow Slip is not your document, and since Brexit that includes UK nationals. Non-EU founders reach Cyprus mainly through two routes. The first is a temporary residence and employment permit through a company of foreign interests: the company joins the Register of Foreign Interest Companies, and it can then employ third-country nationals at a gross salary of at least €2,500 per month, on permits of up to three years, with no labour-market test at that salary level.

The second is the Digital Nomad Visa, for people working remotely for employers or clients registered abroad: it requires a stable net income of at least €3,500 per month and runs for one year, renewable for two more, and the holder may not work for Cyprus-based companies. The scheme is capped at 500 permits in total, so check availability before building a plan on it. Family cases and long-term residence turn on personal facts, and that is where an immigration adviser genuinely earns the fee.

Does the Yellow Slip make you a Cyprus tax resident?

No. Residence registration and tax residency are decided by different authorities under different laws, and holding a Yellow Slip does not make Cyprus tax you. Tax residency runs on day counts: 183 days in Cyprus in the calendar year, or the shorter route with its four conditions covered in the Cyprus 60-day rule.
